My parents were in a similar situation when they first started dating. They were able to date in secret and didn’t tell anyone they were dating until they both left the company. However, I understand if that’s too risky for you.
At my last job this was TECHNICALLY the policy, but it was really there under the sexual harassment guide. Do you know how strict they actually are about it?
I've never cared much for what my employers think. I will honor most of their rules for the 8 hours I'm there. The other 16 are off limits.
Do you work for the government? I'm trying to figure out why it would be illegal, and that was all I could come up with.

If you don't declare it and they find out, they can fire you on the spot because of special treatment and what not. I don't get why the OP has an issue. I've seen and known a few dozen couples who started out as "manager and employee" and sometimes even "CEO and employee"
