Today, an attention-seeking weirdo who thinks she's my friend asked me who was going to be the maid of honour at my wedding. Knowing what she was really asking, I said I just want a small, non-fancy wedding without bridesmaids. She broke down into a sobbing mess in front of me. FML

That sucks and is awkward. However if you're going to call her an attention seeking weirdo, you might as well tell her straight up that you don't want to be friends instead of sugar coating things and 'leading her on,' per se.

OP, are you even engaged yet? I'm only asking because I knew two young girls in Junior High who stopped being friends because one was planning on eloping if she ever got married and the other couldn't handle it that she wouldn't be 'maid of honor'.

That's what she gets. It's rude for people to ask those question and basically say they want to be a part of the special day. if the bride doesn't ask you, then don't ask.

I would usually be skeptical, too. Though, knowing what kind of bat shit crazy people out there, I think there is the possibility she gave no impression this person would be in the wedding party

Tell her the wedding is in Antarctica on a specific date and tell her she can if she and a penguin can be your maid of honor

You need to put your foot down and tell her that you don't want to be her friend. If that doesn't work, avoid her as much as you can.
