If your mom's happy with this guy, it's not a FYL. Maybe try being happy for your mother that someone loves her enough to propose, regardless of where they choose to do the proposing? Maybe a big expensive dinner isn't something he can afford, nor is it something they feel comfortable doing? I'd rather be proposed to casually than at a fancy restaurant where I'm more likely to be worrying about not spilling something on my dress.

My sister got proposed to in a gas station. She said no. She is now a surgeon at a local hospital. He is facing 25 years on a meth, crack, and pot bust. I think my sis played her cards very well.
