Your comment : When you're on probation you can't leave state let alone the country. The probation officer probably said "Can't wait to see you again" meaning he's going to have to see her again because he's leaving the country - a probation violation.

You can go anywhere you like if your probation officer allows it. It's based off why you're on probation and what your behavior has been while on probation.
