Story of my life. My bf is 20 and his mom barely let's us even have dinner by ourselves. She's needy. Not sure why your boyfriends mom said no but I understand.

If he lives at home rent free, then she can say no if he has responsibilities to fulfill that he hasn't. No matter if he's 20, 30, or 40. You listen to the boss.

Is his family Korean? Often Korean moms rule the sons behavior.
I've been there. Run as fast as you can. It doesn't get better, it only gets worse.
Not following moms orders can be scary no matter what age you are.
Ask his mom if he could come out and play.
