Please talk to your parents about this. Your brother needs to talk to a counselor. Abusing animals is very serious and is often the result of deeper issues. Again, please encourage your parents to take him to a therapist. There seems to be deeper issues that your parents, as much as they love him, don't have the specialty to deal with. Good luck.

i think you should let him loose on the kids at school... thats probably what caused him to act like that... nowadays you have effed up kids AND teachers that don't care when the kids get picked on and bullied.... those idiots probably drove him to be full of anger...

Ya, that's gonna be a little problem. Most serial killers have a history of harming animals as children. You should seriously seek some professional help for him.
