Talk to a manager and ask them to look at the camera, call the police
YDI OP, for not paying attention to the security alarm when you walked out of the store, at the time of purchase AND for walking back into the store, knowing you had an item with a security tag, without a receipt. On the bright side, I hope this has a happy ending. Go back (with the receipt) and speak to the person who took the dress from you.

You can't cut off a security tag with scissors.
You wouldn't use scissors but they are ways to remove them. The best way to make sure you don't damage what you bought however, is to take it back to the store and ask them to remove the tag like OP ended up doing.
Happened to me with a pair of jeans once... I took a hacksaw, pliers, garden shears and a hammer and it came off
You're lucky they didn't give you a citation or a fine or even get arrested for it. You should ask them to check the security cameras to verify that you bought the dress. I'm sure it won't be hard to sort out, especially if you do find the receipt.
You should of had a V8 or asked to see the cam footage cause the should have a video of you arriving which would show you in the dress
