Hey, OP here. I would have mentioned in the FML that my work phone is one of those "dumb phones" and does not have any option to block numbers. After she did that for two nights in a row, I wound up setting one of the fax machine at my office to auto-dial her mobile and house phones every 15 minutes. Now, the only thing that wakes me up is the occasional user who forgot their login info, and my wife's odd food cravings.

That's ridiculous. How does she expect you to work and provide for your family if she's constantly waking you up? Since you can't breast feed there's no point in you waking up every 2 hours for the baby and being useless at work during the day. You and your wife need to discuss the night plan when baby arrives because you will not be able to function at work on no sleep. Your wife needs to tell her mother to stop interfering and let you experience being first-time parents without her unnecessary preparation tactics.
Threaten to post a personals ad on casual encounters on craigslist with her number in it, or a "free" item that people will call about. Free unused bong might be interesting. It has to be "hookerized" but if she keeps this crap up after being told not to by you and your wife, it might be wise to give her a taste of her own medicine. It's not something you're supposed to do but frankly I think it's deserved at that point. Remove the ad when she stops pulling this crap on you.
Simply put it on vibrate or the sound off
Home phone? And how far away does the mother in law live? And she could BUY ANOTHER.
As a mother herself she should know that since the couple will be up every 2 hours, they should be enjoying these last few weeks (days? Trimesters?) of peaceful sleep. Perhaps someone is feeling a little jealous that it won't be all about her anymore?

She should be letting you enjoy your rest while you can instead..
Block her. Problem solved
