no it isn't. Lots of people either don't want to get married or wait years to do it. There isn't a milestone where you automatically marry each other upon reaching it.

That's what I never get about these "he won't buy a ring" stories. If she asks, and he either gives an evasive answer or flat-out says no, at least she knows. Best case scenario, he says yes.
