smokers can go to the bathroom while on their paid for smoke breaks. op has no cover up excuse and is thr only non smoker so it is unfair.
This isn't legal. Let your boss know of the discomfort this causes you and how it affects you. For health reasons you need access to bathroom breaks, whereas smoke breaks are a privilege, not necessary. Talk to your boss.
Actually bathroom breaks are not a required part of a job position. Dispatchers in some places aren't allowed to go to the restroom since they can't leave the call center. I would still talk to the boss about this and see if you can be the exemption and if anyone has an issue with it they should be told off in some way.

Yes they can make you clock out to use restroom. Long as everyone has ti. As for smoking breaks. In USA that falls under discrimination policies. If everyone else can take a break to smoke they cant stop you frim taking a break even if you dont smoke. uk might be different
