Saying any combination of words over and over can be annoying no matter how heartfelt they may be.

I agree with her, ur the man. ur not suppose to b all into ur feelings like that. b cool. only say I love u after she says it. if u just throw the phrase around like that all the time u prolly look like a tool. ESP if u do it in front of people all the time

If you truly love someone, you show them that you love them through your actions. Simply saying it over and over and over again does become annoying, especially if your actions don't reinforce your words.

Start mixing it up. Start saying "I'd love you to give me a BJ", "I'd love a sandwich", Etc.. etc..

I disagree that he should only say it after she does, I think he should say it spontaniously some times, but I also agree that saying it all the time is not good either it takes the specialness out of it somehow... Once or twice a day (after she says it you could always just say "me too" or similar) should be ok...
