Oh for pity's sake people - USA ≠ the rest of the world. It may be illegal where you live to perform a random breathalyser test, or stop a car without reasonable suspicion, or produce a licence to avoid a fine that was issued on the spot, but that doesn't for one second mean that those rules apply anywhere else. You DO understand that laws are different from place to place, and not universal constants, right? You might as well be complaining that OP shouldn't have been driving on the left-hand side of the road.
Wow... ok, your mom should have at least TOLD you that your wallet/ID wasn't in the car, so FYL for that, and I sincerely hope you get her to pay for the ticket. However, YDI for not making sure it was there before you turned the car on. I used to keep my ID in the car too, but always still double-checked to make sure it was there in case I had taken it out for some reason or another and forgotten to put it back.
not even should the mom have told her it wasn't in the car, if i were her mom i would take it out of the car, hand it to her, and be like, "you really shouldn't leave your wallet in the car all the time" so that this doesn't happen. but OP, i agree with everyone that said you should check for it before you just head out... or, what i do is, i keep my license in an ID case that is attached to my keys, so if i'm driving, i'm always going to have my keys, therefore always have my license.

it does depend on what state you in I live in Victoria and you get fined for not having a license

I don't know about where you live, but I know in Canada if you go back to the police station within the next 24-48 hours and show proof of your license they will get rid of your ticket.
