Unless you know the person really well, and their romantic likes, writing a "heartfelt message" might be coming on too strong as a first confession. Sometimes simple is best. 'I like you, have liked you for a while. Want to grab a coffee sometime?' or similar. If yes, and it goes well, learn more and go into the romantic bits. If no, well, then at least you know. It'll hurt, but after a time you can pick yourself up and find someone else.
