That's in a way illegal for them to keep your mail. You need to do something either by them or legal action
I think it's time to inform your post master general. They can use the power of the law to force your apartment manager to make changes so you can pick up your mail at whatever time is convenient for you.
Have your packages sent to a trusted person if that doesn't work tell you manager you don't want them touching your mail and that if something is left by your door out of the way they can't touch it if they give you trouble tell them that you will report them for interruption of mail

My landlord tried the same crap with me. I found out that is very illegal. Hopefully someone will be able to help you. I contacted the post office several times (even the supervisor) and was told it's "not their problem." :( I'm still fighting with my landlord months later.
contact the postmaster General for your state or your local fbi office because tampering with mail is a federal crime.
It is not "no more mail" but only no more packages. Too bad you cannot socialize and ask a neighbor when you expect packages. that would have been helpful
Since you're in the US I'm pretty sure it's illegal for them to not give you full access to your mail.
See if there's a possibility to redirect your mail to a post office box or even to your workplace. I get my parcels at work to avoid this issue.
To hold mail and not give you full access to it is illegal in the USA. Mail is considered federal property and cannot be withheld by a third party, (like management) for any time.
