there's no law against defacing currency, or even destroying currency. the law is against any kind of duplication of currency. so either the cop was a moron or this is fake. the law against defacing currency is a common misconception, in one of my chemistry classes we filed holes in pennies and dissolved them in HCl. it is not illegal.
#89, I am not sure about DEFACING currency, I am fairly sure that it is a crime to DESTROY currency without authorization (meaning that plenty is actually destroyed by the government, somehow, I am not sure specifically where or how this happens). But if you burn or throw out money, technically, that's a crime.
