Just tell your kids the truth. Depending on age, they should understand.
Sounds like there was plenty of room for negotiation. I understand that older children might want some time for themselves, but parents need time to themselves on vacation too. Since you're not paying your kids full cost, and your kids definitely aren't paying their full costs, if they're old enough to babysit, they are old enough to contribute to the family. Stop playing the victim. Your brother was gifting your kids a Disney cruise, and all they had to do was entertain their cousins for a while, and you screwed it up.
@juggalo2 - Then the parents can hire a nanny. Older siblings aren't GD free babysitters.
Did they discuss the conditions with the three of you beforehand? Did your daughter SAY she did not want to babysit, and would rather give up a free Disney Cruise than babysit? Just asking.
