You don't honestly believe that parents have to cling and hover over a four year old 24/7 do you? At four they have reached and age where you are allowed to let them play alone in their rooms. You just have to check in on them occasionally.
Read the fml, it's not a parent it's a babysitter. If you're being PAID to watch the child, that's what you should be doing. And I know first hand from watching my nephews that four year olds generally can't be by themselves for more than 5 mins without breaking something, getting hurt, or crying
