Shave the other and use makeup to fill them in just get an eyebrow pencil as close to the natural color as possible and don't overdo it and I would so be getting that person fired. You can also reschedule the pics if possible.

How does that even happen? To remove the whole eyebrow she would have had to cover the whole eyebrow with wax before applying the strip of cloth. She would see it was covered with wax. So she is either an idiot or you are exaggerating . Either way sorry for you.
