What mildly venomous snakes are you referring to because I live in PA and the most common venomous snake is the copperhead and to a lesser extent the rattlesnake and both will land you in the hospital.
If you had her outside in a non-confined area, you deserve the discomfort of going under the house, if not the spider bites. Cats shouldn't be allowed outside unless they are on a leash or in a confined outdoor space. That said, see a doctor about your bites and check your cat for bites- if she was in the same place as you, she could have been bitten. If she somehow got out into the area under your house from inside your house... That's just a plain shitty day.

I'm personally a fan of keeping my cats indoors, but I wouldn't go as far as to judge someone else for letting their cats out. If the cat managed to peel a panel off of the house, it obviously has claws & we don't know the back story. I've personally picked up stays off of the side of the road who aren't used to staying indoors. It's not always possible to force a stay to stay where you want it.
