Hence why I'm never having kids. What's up with everyone finding this cute? The kid deserves a good old fashioned ass whoopin' for that. Or whatever form of discipline his parents use. Sure, he might have been smart for his "clever idea". But, it's definitely not cute when you're the parent of a child who acts this way. OP better get that boy under control while he's young before they have bigger problems with him in the future. Just sayin'...
The parent should have been more clear that he couldn't play in the sprinkler. If he's only 4, and his mother/father simply said he couldn't run in the sprinkler outside, he may have honestly thought it was ok to bring the sprinkler inside (this depends on the individual child). In that case no, he doesn't deserve "an ass-whoopin". However, if he was ten, and clearly old enough to know better, then yes, he would deserve it.
