the only way you can get problems like arcing is if two live wires touch and cause a spark, or if a wire has been cut and is near another that has been cut and that could arc, nor does simply running wire which has no power connected to it cause problems. makes the work easier for the electrician because then they don't have to fish the wires through and cut holes in your drywall nor does the homeowner have to have an electrician come in before the dry wall goes up then have the drywallers board up where they shouldn't cuz sometimes they don't listen. my husbands an electrician and all these are things he has to deal with.
