theres a really easy way to fix this. You go into your registry and delete the system 32 folder. This is what windows uses to enable those limitations. if you delete it then you wont have it shut down at 11 and even better than that, your father wont be able to change the settings again (so you only have to do it once)

The solution is simple. Restart, hit F8, then select Safe Mode. Sign on as "Administrator". Go to account settings in Control Panel. Select your dad's account. Delete it. Make a New Account, and give yourself administrative control, with a password. If you really want to **** with your dad, name it the same name, but just use a different password. Convince him you have no idea what he's talking about when he says his password wont work. It's a solution you really could have googled.
