I'm guessing that both her and her sister don't know what the bases are and probably think something like: 1 is holding hands and 2 is a kiss and 3 is making out. The first thing I though when reading this was that episode of the big bang theory where Howard's girlfriend has like seven "bases". They're both probably young enough that they consider holding hands to be a huge thing.
