Outside of the money question, taking in two puppies at the same time is a terrible mistake. It's not at all the same as raising one. If you don't have any experience with that kind of thing, I suggest you make a search about it to know where this is all heading (hell, that's where) :

Puppies only stay puppies for a little while, then they're dogs. In most studies (done by pet products industries) the cost of keeping a medium size dog, getting only routine vet care and Walmart kibble is about $1200 a year. Take the dogs back. If you can't find a sucker on Craigslist for them. Most of the people I've know who are chronically broke are animal people, usually dog collectors.

That's inconsiderate on her part but what's done is done, the loss of her job clearly fogged her mind of all money situations

Have a talk about what she wants to do now in means of jobs and income if she plans on having 2 dogs
It's not impossible but she's gotta be responsible, find a new job and do her part

Because of the destructive nature of puppies you can justify not buying your kids luxuries like toys and shoes. Also, this will keep your lazy wife busy, so she doesn’t get bored and frustrated and have an affair.

First thing i did when i quit my last job was take my girlfriend to the liquor store and fuckin hammered. then after a few days of sleeping it off went to the local job bank.
you could politely tell her you dont like the situation and take the puppies back where they came from.Or insist upon how important it is that she gets a job to help take care of the household,that you cant afford to do it alone,and just dont pay anything towards her mistake, bills and the kids come first. Its a tough situation,but it needs to be done.
