Maybe she thinks your sister needs it more? That really sucks though. #29 it wasn't about getting her Spa Day on, she wanted some time to bond with her mother.
I agree with #7. Why didn't you just get her the certificate for one, and then tell her that you were planning to go with her. Getting someone else a gift that is also meant to be a gift for yourself is kind of selfish. If you give someone something for two people, it's their right to go with whomever they choose - they're not obligated to take anyone in particular at all! That said, your mom's a bitch.
