Don't worry too much about it. He's asking those kind of questions because he's getting older. My parents told me that the mall Santas were Santa's helpers when I started asking questions like that.
Who cares ? He should know that Santa isn't even real. My 4 year old sister knows that Santa is just a made up character for a holiday.

'Brother'... not her kid. And to be honest, if a seven year old finding out Santa doesn't exist ruins his childhood then he really doesn't have much hope of surviving high-school. He'll probably care for less than a week, then be distracted by all the gifts he will still get.
Easy fix! They are Santa's workers because he can't be everywhere! He has to make toys.
