That is what I am saying. Legally, as a public official (assuming that you work for USPS; I'm not sure how it would work for a private company, like FedEx or UPS), you have the right, nay, the obligation to go onto his lawn.

Actually, I think the best option would be for the OP to report it to his superiors, and not deliver the mail until they provide a solution. (Such as police, or. . Something.)

I think it would be better to put the mail in a bucket of wet dog poop and put a lid on it, placing it just beyond his property line.

OP should just throw it haphazardly out the window as he drives by, as long as it lands in his yard it's good right?

Report him. Threatening like that simply isn't acceptable, some might argue that it comes with the job but this is a bit extreme if you ask me.
