When it comes to the DMV, everything is your fault.
Everything is the drivers fault at the DMV. That's why I took mine in my drivers ed class at school.
OP's mom probably blamed it on her, saying she stopped too fast.
Dunno about America but in the UK it's always the guy behind who is at fault. OP should be fine as long as they were driving correctly at time of impact.

Is Indiana the only state that the DMV is called the BMV?
51, Ohio is the same way. people generally call the bmv the dmv, incorrectly (they sound similar).
In Arizona it's the MVD.
In Maryland it's called the STD
