Actually, The son (however, gross) is not out of his legal rights. Op is over 18. Op is outside and has no legal right not to be watched. The Son is not exposing himself to, forcing himself on, or contacting op in anyway. So the son is within the law, sadly. The father doesnt want to condone the behavior or have it encouraged (or escalate), so if nothing else the father was looking out to protect Op. It probably took a lot of courage to tell you and admit his son is a creeper. That is not to say op is doing anything wrong except being sexy, sadly it is not legally persuable.

Even if she jogs in shorts and a sports bra, that's her choice and gives him no rights to treat her as a sex object like he has been. She shouldn't have to change her clothes because of him, her jogging route, yes, but her choice of clothing does not mean it's okay...it seriously makes me sad when I see girls sit and slut shame other girls.
