Of course the pizza is free. You need to yell at your neighbors and make them pay or you can threaten to sue the pizza place and get a refund or some pizza. It's a win-win situation.

I'd go one step further, in that what the neighbours did isn't OP's problem, it's the pizza shop's problem. All OP does is call them, say they didn't give him what he paid for, and to fix it. Job done. Even if they cause a problem, OP would have paid by credit card. Not receiving the product means the card company itself would refund the money. Again, we have an FML that is simply 'Life 101'.
