That's just....idiotic. Even if the customer didn't know you had to fill them, you'd think they would feel/hear that there was nothing inside it. An empty pinata is much lighter than a full one. o_O

I filled mine with waterproof matches and gasoline. And one shiny new quarter. I used it to teach seven year olds the concepts of Mutually Assured Destruction and Limited Resources. ...I'm not a teacher anymore.

Either that, or they were too stupid that they thought: "It's not rustling when I shake it. It must be JAM PACKED with candy!"

Maybe they assumed it was a diet piñata and the lightness was due to the lack of calories. Anything is possible with stupid people.
