There's actually a pretty easy fix to that. Just rub moisturizer or lotion into them and make sure to get the skin behind all the eyebrow hairs. Voila! Problem obliterated.

those could actually be mites. a girl I babysat had them in her brows snd lashes. tiny white flakes.

this person is such a baby. i had a much worse case where my entire face was covered in dry skin and moistueizers only bothered the skin and made it turn red
