Today, I got my novice license. When I got home I asked my parents if I could drive my boyfriend to the gas station. Turns out the car I was supposed to share with my mom is not only in the shop until the end of the month, but it's not insured for me to drive. I now have a license I can't use. FML

With a learner's license? That would play them in the 15-16 age group I'd Canada similar to the USA does. They wouldn't have the money, and if they don't have insurance, they probably can't drive even if they could somehow magically procure a car. And an insurance company would be exceedingly unlikely to insure someone that doesn't even have a full permit, let alone a student driver that just got their license. I know mistakes happen, but use some logic here.
