Call the authorities to put a block to the light falling on your window. You reserve the right to have that done. Sue them if they don't.
I'm not saying you should consider vandalism but... maybe practise throwing rocks in the general direction of it?
Complain about it, there are codes against excess light around residential areas. They may be able to turn it at the very least.
Seems pretty fake to me, doubt anyone would do that kind of work at 2 am. It's probably A) Illegal, and B) what kind of landlord (or whoever had it installed) do that in the middle of the night anyway?
If the parking lot doesnt belong to the apartment buidling and gets busy durring the day they could be trying to get it done while its empty. But still 2 am seems a bit odd.
At my dorm we have construction done starting at 4am. Not all that weird.
The city does stupid shit like that. Have you never lived in a city before?
Where I live they redo the same street every single year, they always start it right before winter then leave half the lanes closed off until spring right in front of the local university. City government has a lot of intelligence when it comes to planning anything from my experience.
Um, I swear this is not the comment I was trying to respond to. The comment I was commenting on seems to have disappeared. Does anyone else notice some strange stuff going on right now?
Edit - It is now once again the same comment. But when I posted my first reply and the page refreshed it showed a completely different comment and this thread was gone. This site is having some issues right now.

Dont worry theropod this shitty situation is fixable. Get thick curtains, sue, move your bed to another direction etc etc. The possibilities are limitless.
When i first read this i laughed cause it reminded me of that episode of 'Married with Children'. Al Bundy faced the same exact problem xD

Get some curtains or blinds. Or better yet, complain. They have to listen; otherwise, you should protest the company and get to the higher ups attention. When all else fails, sue them.

There are laws which prohibit "noise pollution" and "light pollution". Call the police or the EPA about the construction site — I believe the hours for those sorts of things are from 7am to 10pm.
Yeh but generally the public benefit will override what is normally considered a private nuisance. Might be different in the USA though.

Ouch. Sucks to be you. But I dealt with the same thing, except it was a neighbor who put up these huge Christmas lights, and had Christmas music playing until two in the morning, not the soft kind but rocking around the christmas tree techno rock metal remix. We cut his lights, he called the neighborhood watchdogs and they just told him to have a better holiday spirit. Now how does this help you? It doesn't. But i hope you realize someone understands. You could always smash the light when no one is around with like a bb gun.

I'm the original writer. And it actually happened about 5-6 years ago (I fudged for the sake of the site's format). Thanks to everyone (with varying degrees of politeness) who suggested opaque curtains, blinds, etc. That is what I ultimately did. I repositioned my bed, and used some nice metal blinds from IKEA.
The personal inconvenience aside, what pissed me off about it was that, as the local planetarium director, I was one of the community's foremost proponents of light-pollution awareness. And I was powerless even to keep my next-door neighbor from lighting themselves up like a prison yard.
Anyway, I left that apartment a long time ago.
Sounds like someone really wants you to move.
If that happened to me, the light wouldn't last very long...
This happened to me over the summer. They installed a light that directly shines into our apartment. It was supposed to light up the alleyway from the parking lot into the side door. Unfortunately for us when we walked there at night, it stopped working. Fortunately for us when we were trying to sleep, it stopped working.
