Today, I used a porta-potty. After I came out, my mom came out of one and said "I really wish I could wash my hands." I explained that I used the little soap bar that was on the side of the toilet in mine. She told me that was a urinal and the soap bar was a disinfectant bar. FML

if it makes you feel better urine is sterile so it is impossible to get any infections...but mostly YDI you should be able to recognize when you are cleaning yourself with urine.

At #39 Uhhh it's not entirely sterile - you can get proteus, pseudomonas salmonella, shigella all of which can cause nasty infections (and are pathogenic in the urinary tract) - in addition, you get things like coliform bacteria, none of which are without risk. On the bright side, I'm pretty sure back in the day people used urine as a cleaning solution so it's not super unsanitary. But that still sounds really nasty.
On one hand, you don't really have to wash your hands (especially in a public restroom) because urine is pretty much harmless - at least your own is to you. However, washing your hands with 3000 other people's urine? Probably not quite so good for you. I mean, seriously, if you didn't know that was a urinal cake then maybe you should have gone in with your mother so she could help get your underwear down and back up.
