Today, I crashed into a ditch on my way home from work. I had to walk 2 miles in -25 below zero weather before I could pick up a cell phone signal to call a tow truck. When I got back to my car, a cop was waiting for me with a ticket for leaving the scene of an accident. FML

Cops do have quotas, and in fact they are rewarded for making or exceeding said quotas. However, they are not supposed to be punished for not meeting said quotas.

Police don't have quotas, they don't need them. They don't make up tickets, people are dumb enough without them. If it was -25, a two mile walk would have been deadly, you should have gotten an extra ticket for being stupid.

If you live where it gets cold, you know dang well that you stay with the car. Also, why would he wait by your car? If you left the scene, the assumption would be you weren't coming back.
