I would like to know how long he's been your step brother because if the two of you have been raised as siblings most of your lives then that is very creepy but if your parents only recently got married then it's just kind of creepy.

Maybe you can use it to your advantage and get him to leave you alone. Now when you yell at him, you won't get in trouble. It sounds like a super awkward and creepy situation, but try to make the best of it ¯\_(ツ)_/¯

I once found an pantie and bra in my older (16year old) cousin’s (we grew up together no excuse) underwear drawer. The bra (just for a better perspective) was a 32a I was going through puberty. The most ****** up part is that my aunt didn’t let me take them and throw them (I count my lucky stars she didn’t let me touch them now) she kept saying “these are his personal belongings and to just pretend like I didn’t see anything.” Gross and creepy :/

Maybe he is trying a sort of reverse psychology kind of bullying now? It’s entirely believable that someone with bullying tendencies has submissive fetishes, but this would explain the sudden confession of love out of nowhere as him trying to freak you out and gain some sort of upper hand through the situation. I may be over-analyzing it though, or giving him too much credit in the brain department. Whatever the situation, proceed with caution and try not to be alone with him.
