Print out the website page to show to the person handling lost items. If they don't know their own guidelines, now they'll have a copy for the next time someone comes to claim an item. And if they still give you a hard time, ask for the supervisor.

I wonder if you could've tripped them up by insisting that you couldn't call them anyway because they had your phone... Loophole?
