Today, I was running late to work and noticed that my car keys weren't in the right spot. I quickly found them, ran outside and jumped in the car only to realize why my keys had been moved. My brother borrowed the car yesterday and left the windows down. It rained last night. FML

damn dude that blows make him clean it up and pay for damages so he can learn some responsibility

Do not allow him to drive the car again for a long time. At least until he demonstrates he can be responsible for things, especially when those things don't belong to him. He can start by offering to pay for your car to be cleaned. If he doesn't pay for that at least, he's a lost cause and completely untrustworthy. If it hadn't rained, the windows were still down. Someone could have broken into your car or stole it. Find a more secure home for your car keys so he can't take them.
