How did you not smell the cat piss and how long did you sit there watching them pee on it over and over before doing anything?!?!?
Yeah cat's have a well deserved reputation for behaving like jerks but often there is a reason why the cat(s) stop using the litter box or prefer the tree skirt. I know people are going to say I'm crazy but the following method really works. You can buy a product called Sccatt! It's basically a small can of compressed air with motion sensor. It's a lot like those cans of compressed air you buy it office supply or computer stores to blow dirt off your keyboard. Only the nozzle on Sccatt! Is designed to make a sudden loud noise in addition to the unexpected and scary cold blast of compressed air. Place it under the tree and I can almost completely guarantee the cats will be too scared to go near the tree. Of course they might be so scared that they crap right where they first encounter Sccatt! but that should be a one time only event. If used properly they will be too scared to go near the tree. There are a couple of downsides to this method. Sccatt costs wayyy more than the cans of compressed air for computers, which at $7 to $10 each is already too expensive in my opinion. On Amazon a can is almost 3 times more expensive, and the size is like 75% smaller. The other problem is that if the cats have a "valid and legitimate" reason for peeing outside the litter box then they will just find a new place to pee that is not the tree or the litter box. I put the phrase "valid and legitimate" in quotation marks because I mean to valid and legitimate from the cats point of view. Maybe you're slacking off and not cleaning the litter box as often as they would prefer. It could be they don't like the new economy brand litter that you started buying. If you have any change to the brands of litter or the frequency of cleaning, your cat may have a UTI. Cats have a much stronger sense of smell than humans. You may not notice but your cat may perceive the litter box smells unclean, especially if it has a cover or is in an enclosed area. Unfortunately it's kind of hard to get a cat to drink cranberry juice and you may have to pony up the dough and visit the Vet. Sometimes the reason a cat starts peeing in a new place is none of the above and it takes some detective work to figure out why a trained cat starts thinking and peeing outside the box. In my kitties case my new CHHA turned on the vacuum while the cat was inside. I have the kind of litter box that is completely closed and has a hinged door to let the cat in and out. Unfortunately my home health aide unknowingly turned on the vacuum while were sitting in front of the exit door trapping my cat inside and terrifying her. Basically I had to retrain the cat which was very hard and only took about a week. I got an aluminum foil pan like the kind you use to cook a roast or turkey. I filled the foil tray about 1/4 high with the same brand cat litter she was used to and I placed it behind the chair where she was now peeing and pooping. The cat loved the new litter box and never peed or pooped outside of the box again. After two or three days of letting her happily and securely use her new litter box are slowly moved here about a foot or two every day in the direction of the original box. She continued happily use it in the the new foil box and I started moving it two feet a day and then three feet a day closer. After about a week the new and old box right now side-by-side. To be safe I let her keep using the new box for another day or two so that she could get used to going in the old location. The next day when I removed the aluminum foil box she happily started using the old one. She hasn't going outside of the box again, not even once. I am sorry for such a lengthy reply but I hope this helps OP or anyone else who has this problem. Yeah I really did not enjoy having a foil tray of cat litter in my living room but it was only for about a week. And it definitely did not suck as much as having to clean the carpet constantly. What really bothers me is that my apartment gets vacuumed usually once a week. The cat continues to be terrified of the vacuum and jump to the top of the bookcase until the ordeal is finished. But for year and a half she has successfully survived my apartment being vacuumed unscathed. A part of me is reluctant to accept that no matter how much I project human emotions onto my cat she does not have a human brain.
Take them to the vet. They could be sick.

Vinegar essence and water. 1 part vinegar, 2 parts water. It worked for me when one of my cats peed in my bag. It took away the smell and the cats didnt pee there again. :)
Don't have a tree skirt?
Easy. Keep them out of the room where the Christmas tree is or kick them when they pee on it.
Cats hate walking on tinfoil and they despise peeing on it. I grew up with cats who would do anything to defy their people, and this was the only thing that worked for me. It's not pretty, but it's effective. They won't claw it up either. Feels gross on their claws I guess.

Take up the Christmas tree skirt, and either wash it in a really good product designed to break down the enzymes in cat urine. Set it aside, see if they pee on it again, if they do, buy a new one because they won't stop. Rub lemon peel on the skirt, or put catnip on it. The first will ward them away, the second will get them stoned/high whenever they go near it and make them wander off away from it.
