Don't worry, OP. Whether he did or didn't lose weight, I'm sure he took it as a complement that the pants made him look better.

So he was too big for his last pants which implies he is STILL FAT

I have to agree with the others, weight just isn't a safe thing to comment on unless they mention something like they were working out and lost weight. You meant well, but it's best to just stay away from the topic unless it's brought up by the person.

I never mention a colleagues weight. Been burned too many times

I wish more people would do that. Squeezing and struggling into a size 7 does not make you a size 7 ? and they always look better in their actual size.

Your boss could have just accepted the compliment and said "Yes, thanks".He made it unnecessarily awkward.

#24, it's not his responsibility to make her feel better after she inappropriately commented on his body.

It still could be considered a compliment OP..
