I have to agree with the others, weight just isn't a safe thing to comment on unless they mention something like they were working out and lost weight. You meant well, but it's best to just stay away from the topic unless it's brought up by the person.
I wish more people would do that. Squeezing and struggling into a size 7 does not make you a size 7 ? and they always look better in their actual size.
Your boss could have just accepted the compliment and said "Yes, thanks".He made it unnecessarily awkward.
