He did not (necessarily) break the law. Scroll up!! People posted about the radar guns needing to be recalibrated. I don't think these guns are calibrated down to 1mph. It's possible he wasn't speeding at all.

13: Actually, they can get you for anything over 5mph over the limit. Most don't consider that a big deal, so normally they won't until around 10 over. OP, you need to fight this. You can easily get that overturned.
