Today, while getting my eyebrows waxed, the girl pulled off a strip and screamed, "Susan!" The owner came over and gave a look of pure disgust before saying, "Oh honey, you need to focus. Just give her 5% off." My whole eyebrow was gone. FML

You don’t need to pay when they haven’t provided the service you asked for and if they refuse to budge on that take photos and post it on the business social media page (if they have one). They’ll delete it quickly but that can sometimes be enough

In the mean time, if recommend Benefit Brow Zings. I'm a blonde too, and their light color looks pretty natural. I overpluck a bit, because I like a higher arch than I naturally have, and the more hairless regions look normal with it.

Find a lash serum for growth, you can use it on your brow, Latisse works best but is pricey.

There are some products for growth, you should look it up. And maybe schedule an appointment with your dermatologist, who’ll know how to proceed.
